About Us

John Harris

As a practicing attorney, Harris brings to the company his cache of vast experience in finance, land-use and construction matters with an emphasis on transportation-related and public works projects. On iconic public sector projects, he through his firm, Harris and Associates, has provided construction management consulting services including; construction mitigation, targeted community and business outreach, EEO/Contract/Labor compliance, SBE/DBE Certification and project reporting. In that regard, Harris has provided consulting services for owners and contractors alike---Metro’s Blue-Line Light Rail project and the Exposition Light Rail Line are just a few of notable landmark projects with which Harris has been associated.

In addition to his legal practice, Harris serves as CEO of SMS Industries, a company specializing in providing special needs and Non-Emergency Medical Transportation passenger services throughout Southern California and is proudly one of California’s largest providers of such services. Harris has also developed a background in finance and banking. He previously served as the CEO of a large thrift institution in Southern California and is presently associated with an investment banking group based in New York and Los Angeles.

Sam Alley

Sam K. Alley, P.E. is one of the founders of KSJ. Beginning his career as a project manager and working up the ranks, he has managed all levels of project development and completion. He is currently responsible for the overall guidance of the company.

Sam attended the University of Arkansas and graduated with a Bachelor of Science degree in Civil Engineering and is a registered Professional Engineer.

With a career spanning over 30 years, Sam has managed thousands of projects across the entire country. He is well- experienced in the development and construction of dozens of widely varied projects for both the private and commercial sectors.

He has numerous affiliations including National Society of Engineers, American Society of Civil Engineers, International Council of Shopping Centers, Little Rock Rotary Club 99, and the Arkansas Academy of Civil Engineers. Additional community involvement includes serving on various advisory boards and steering committees.
